9.  Layers, New Raster Layer, Selections, load from
disk, HAT Rim....Fill with #4D74BB...Effects,  Inner
Bevel, Puffy Bevel-KB......Noise, Add 3%..While
still selected, grab your Airbrush....
Settings  should be already set from earlier in the tut !
Using the larger airbrush you only have to spray 
twice !  Half at a time !
10.  Layers, New Raster Layer, Selections, load
from disk, HAT Top...Repeat Step 9 above starting
from Effects, Inner Bevel,,etc.
11.  Layers, New Raster Layer, Selections, load from
disk, HAT Top Shading...Fill with White just
clicking once to fill...
12. Layers, New Raster Layer, Selections, load from 
disk, HAT PomPom...fill with same color blue...
Same Puffy Bevel, Noise and airbrush....
13.  Layers, New Raster Layer, Selections, load from
disk, NECK Collar Small...Fill with same color
blue....Use Airbrush again with white while still selected...
Same Puffy Bevel...
14.  Layers, New Raster Layer, Selections, load from 
disk POM POM Strings...Fill with same color Blue...and use
Airbrush with White again while still selected...
Selections None...
15.  Layers, New Raster Layer, Selections, load from
disk, POM POMS...Fill with same color Blue, Same 
Puffy Bevel and once again while still selected, use the
Airbrush.... Layers, Merge Visible...
16.  Add New Layer and using the Airbrush
let's give him some rosy cheeks..
Airbrush settings same, just change the size
to 30 and use  #C36D6D....Then Blur, Gaussian Blur 3 ...
If you would like to make the POM POMS on
the Hat and Neck Strings fluffier, use the Retouch Tool,
Settings
Shape - Square
Size  12
Hardness  50
Opacity  80
Step 8
Density 50...
Just smudge pulling from the edges quickly with
short strokes...That's it..
